Nope, not lacewing; I've got those flying around my bamboo plants at night. 20-50 could fit on a lacewing wing. These, the newest population of which are looking even more like whitefly. But curious how they prefer the upper surface of the leaves, though a few are now on the underside.

A Winged Aphid perhaps? Ladybugs LOVE aphids.

This update is way overdue, what I'm going to describe here, happened almost two months ago. The whitefly have vanished, new growth is pretty and clear of any and all pests. I'm not sure of the reason; it may be the consistently hotter weather, or it may be the overwhelming numbers of two different wasp species that are constantly (day and night) crawling over every single plant in the garden. If they are eating the pest insects, and I suspect they are, apparently they don't bother with fire ants.
